The scientific-educational centres of the higher education institutions: problems and perspectives of development in the conditions of the higher education modernization

The SECs as centres capable to realise the prior scientific and research projects and to translate innovations in the system of higher education and business, are observed in the article. The problems of their activity, the possibilities of commercialization of the humanitarian research projects, special program and grants and also their realization based on the example of the SEC "The Political Analysis of the Territory System" of the Mordovian state University named after N. P. Ogarev are analysed in the article.
