Organizations focused on strengthening partnerships based on the open innovation concept implement various forms of intercompany cooperation, demonstrate effective work and achieve high performance indicators in a rapidly changing external environment. The following can be considered as the main advantages of using open innovation practices in a company: increased availability and mobility of resources; creation of favorable operating conditions; development of modern information and communication technologies; emergence of new opportunities for initiation with subsequent implementation of an increasing number of innovative projects and solutions; growth in the level of specialization of manufacturers and personalization of offers; optimization of total R&D costs; effective commercialization of scientific and technical developments; hedging and reduction of investment risks; effective marketing and sales system, etc. The tasks of scientific and industrial cooperation are linked by a single goal and are combined into a holistic program with specific actions and approaches, the implementation of which should ensure a high level of efficiency in the implementation of the innovation strategy. Despite the complexity and multifaceted nature of this process, the entire set of goals and tactical tasks for the formation of an effective system of scientific and industrial cooperation can be classified into groups in a certain sequence at six levels: production and technological; organizational; financial and economic; information and analytical; digital transformation level and scientific research level. The solution to the problems of each level is aimed at promoting the development of comprehensive scientific and technical cooperation of participants in scientific and industrial interaction by creating the necessary conditions (organizational, technical, technological, financial, social, etc.) for the implementation of the tasks of joint implementation of project activities.
