The article deals with the historical background of the scientific and technical policy development abroad as a particular area of state regulation. It is emphasized that formation of conceptual foundations of the state technological policy is quite multifaceted, and the prospects of its development ultimately depend on the general conception of social and economic transformations, the development of which is carried out under the controversial influence of many factors.
