Scientometrics and citation indices: today and tomorrow

Lately scientometrics as a new phenomenon in the world of science has become more attractive for scientists. In fact, orientation on revealing the demand for works of a definite scientist by stating the general number of citations f his/her works pose a topical problem, the solution of which is directly connected to increasing results and effectiveness of a science. However, it should be admitted, that the practice of quality assessment of scientific publications through the h-index and other citation indices, which are widely used today, is not free from serious criticism, including the factor of subjectivity. Thus, there is a necessity to study separate positive and negative sides of the h-index and Russian Science Citation Index Library. Science, philosophy of science and philosophy face a great scientific problem of elaborating an objective scale of assessment of scientific works.
