Negative youth policy as a part of public policy towards young people

The article explains the inclusion into the theoretical and the methodological apparatus of the study of the state youth policy of a new concept - of a negative youth policy. Russian and foreign historiography of the state youth policy is perceived as positive youth policy that aimed at socially important purposes. The concept of the negative youth policy in the author's interpretation has no the estimated interpretation, that divide the state youth policy into the right politics and the wrong one. The negative youth policy should create the methodological basis for the emphasizing of the positive youth policy in various stages of enforcing state youth policy (or its components) and for motivation of the young people for some social practices. At the same time the negative youth policy should discourage young people from the stigmatized types of the social behavior.
