Implicit risks of bidding for the privatization of state property in electronic form: theory and practice

The author summarizes the practical experience of organizing and conducting tenders for the privatization of state and municipal property in electronic form. The concept of «implicit risks of property sales» is introduced and described, the factors of their occurrence are investigated. Proposals are formulated to identify this category of risks and reduce their negative impact on the implementation of programs for the privatization of state and municipal property and the formation of the revenue side of the Russian budget system.
