The article presents a study devoted to the systematization and structuring of the essence of the valuation of real estate, a scheme of information flows of the evaluation algorithm is developed, an algorithm for neural network modeling of the evaluation process is presented, the economic effect of the application of the author's methodology is calculated on the example of the Perm Region. The relevance of the topic is connected with the need to improve the conceptual foundations and methodological tools for assessing the value of real estate, which acts as the basis for ensuring fair taxation, increases the efficiency of using real estate, increases the tax potential of the territory and the stability of its budgets.
