The article examines the role of the non-profit sector in achieving Sustainable Development Goals through the development and implementation of social innovations. Non-profit organizations can contribute to the achievement of a number of Sustainable Development Goals and be a source of social innovation. Innovation in this case manifests itself in the form of finding new ways to mitigate social problems, as well as helping government agencies identify and solve problems that previously had not received sufficient attention. However, the development of the social investment market is hindered by a number of factors, including tight budget constraints, and an insufficiently effective process of building relationships with the external environment – donors, beneficiaries, and developers of innovative solutions. The author suggests possible ways for solutions to the identified problems aimed at improving the efficiency of participants in the process of creating social innovations. In particular, it is proposed to involve a new participant in the innovation process – territorial public governments. The author suggests a methodological toolkit that makes it possible to assess the level of innovation activity of territorial public governments as a subject of innovation activity.
