Some aspects of the state social policy in the Ulyanovsk region

The existing measures to support families in Russia are characterized by versatility and complexity, but in reality their application does not give the desired results. The author analyzes the problems of the family associated with the destruction of traditional family values, an increase in the number of divorces and unregistered marriages, an increase in the age of marriage of both the groom and the bride, as well as psychological problems of the relationship of spouses. To date, the predominant part of men, that is more than 40 %, enter into family relationships for the first time at the age of 25 to 29. The majority of young women (37 %) agree to an official marriage between the ages of 20 and 24, and 32 % - at the age of 25-29 years old. The average age of marriage in Russia is 31.5 for men and 27.5 for women. The author considers the regional state policy through the example of constituent entity of the Russian Federation - Ulyanovsk region, and defines its main directions and mechanisms of implementation in view of increasing the birth rate in the region. The paper emphasizes the necessity for developing state family policy, strengthening the institution of the family, maintaining traditional family values and raising its effectiveness.
