The article is devoted to the analysis of the sovietization of villages in Yeniseysk governarate in 1917-1918. The author studies the scale of sovietization, the organizational issues of the Soviets and the role of the Socialist revolutionaries and Bolsheviks in this process. According to the results of the analysis until 1917, the Soviets were created under the control of Socialist revolutionaries. During this period, the Soviets played a role of socio-political organizations and did not become widespread. As soon as the soviets gained real political power, the Bolsheviks began to take an active part in their activities. The establishment of the Soviets was based both on the process of elimination of Zemstvo system and sometimes on the integration of this system into the new system of Soviets. Although the soviets were not established in all volosts (small rural districts) of Yeniseysk governorate, the general level of sovietization in the region corresponds to the sovietization level of Siberia as a whole.
