Some aspects of the development of the local government system in urban complex: the transport problem and prospects for its solution

The article deals with the issues of reorganizing the public transport system in the Russian city with more than one million people. The main attention is paid to administrative and political aspects. The author makes conclusions about ways to reduce the severity of the transport problem in Nizhny Novgorod, as well as about changes in public spaces in this metropolis. The important role of PR-support of events to be carried out by the city government is defined. The article outlines a number of issues that municipal authorities in close cooperation with citizens should resolve.
