The article describes the development of information and telecommunications technologies, which have a huge impact on all spheres of human activity. The article examines the factors and documents that determine the future of libraries in this completely different, qualitatively new information environment, in order to identify their compliance with the needs of the consumer audience. The purpose of this article is to outline discussions and research on awareness and the bi - directional power of change-libraries and consumers in international documents, national policies, how and where accents are delivered.
