Elements of qualitative characteristic of legislation of constituent entities of the Russian Federation, which play an important role in improvement of integrated legal system of the Russian Federation consisting of several levels, which contributes to the development of legal state and Article 15 of the Constitution of the Russian Federation implementation, are considered in the article.
