Most of modern developed countries strive to implement the doctrine of the rule-of-law state in general and its essential principles both at the level of constitutional legislation and the practice of rule-of-law state construction, law-making, law enforcement and other activities. Therefore, the concept of sovereignty in the modern rule-of-law state has certain features. In particular, embodying the principle of rule by law, the modern rule-of-law state voluntarily limits itself through law, implementing the norms of international law into national law in cases where they do not contravene literal interpretation, the principles and actual meaning of the Constitution. One of the guarantees of state sovereignty of Russia is the special legal mechanism for ensuring the supremacy of the Constitution of the Russian Federation in executing the decisions of the European Court of Human Rights.
