Lately, the theme, connected with the problems of establishment of the “strong state”, preconditions of such a state with its basic characteristics, has become topical. The strong state does not necessarily mean its autocracy or totalitarianism as some authors write. The top-priority function of modern Russia as a strong democratic, rule-of-law state lies in establishment of developed civil society. The strong state is, in the first place, the state that is able to control political and economic processes, and grounds its activity on definite basic principles (legality and legitimacy of power, justice, etc.). The authors made an attempt to view certain postulates of the strong state through the prism of judgments of the Constitutional Court of the Russian Federation.
