Some legal and practical aspects of municipal liability mechanism implementation (on the example of municipal formation "The city of Ulyanovsk")

On the example of municipal formation "the city of Ulyanovsk" the article discusses some theoretical, legal and practical aspects of municipal liability mechanism implementation. The author concludes that it''s necessary to improve this mehanism in order to increase the efficiency of local governments'' activity.
