Some reflections on the request for quotations in Russian public procurement

The government pays increasing attention to a request for quotations in public procurement. In 2022, the state expanded the possibilities of conducting the request for quotations due to excluding the request for proposals from the list of possible procurement methods. In 2023, the threshold for the initial contract value was increased by more than three times for requesting quotations. In addition, the limitation of the share of the request for quotations in the total procurement volume was also suspended. In this regard, the authors consider it relevant to share their thoughts on the specifics of the current rules for conducting the quotation request in the contract system, some of which may contribute to the opportunistic behaviour of procuring entities about bidders, as well as suggest solutions that could improve the rules for its regulation.
