The article examines the development of law enforcement agencies in the North Caucasus after the Civil War (1920-1923) on the basis of an analysis of archival documents. The general and specific features of the formation of the militia units of Kabarda and Balkaria, their structural structure, organizational and material and financial support, methods of manning and forms of solving issues to improve the state of the operational situation in the region are considered. In 1932, the Main Political Administration, which included the police, issued an order to create two schools in the country - one of them at the OGPU of the North Caucasus region. The place of dislocation of the school was chosen a place 5 kilometers from Nalchik (now it is located within the city). The order was signed on May 9, 1932, and this day is the day of the foundation of the educational institution. The educational institution was headed by B.E. Grigoritsa. The school was assembled from among the personnel of the internal troops of the OGPU NKVD and the police. The importance attached to the new school is evidenced by the fact that the school was visited twice this year (in 1932 and 1935) by the People's Commissar of Defense, K.E. Voroshilov and member of the government of the USSR AA. Andreev. In 1933, the school was transferred to the Office of the Workers 'and Peasants' Militia of the North Caucasus Territory. From 1938 to 1952 the school was subordinate to the Criminal Investigation Department of the GURKM of the USSR NKVD. Cadets not only mastered theoretical knowledge and practical skills, but also helped the internal affairs bodies in their official activities. Over the prewar years, they uncovered more than 100 crimes. In 1942, when the fascist invaders approached the city, a military detachment was formed from the cadets and teachers of the school and sent to the Elbrus region to guard the mountain passes. It was headed by the teachers of the school senior lieutenants Dmitry I. Ivanov and Vladimir N. Bobrul. In the battles for the homeland, the detachment's personnel almost completely died. In 1944, Senior Lieutenant Dmitry I. Ivanov was posthumously awarded the Order of the Red Star.
