In the period up to the 90s in the Soviet Union functioned effectively legislation providing enough tough fight with politically or socially motivated offenses. In this regard, the potential subjects of the possible manifestations of terrorism (nationalist entity, clerics, members of extremist groups, hatched a plan to forcibly change the existing system, etc.) are already at the stage of forming the intent to commit antisocial and even more illegal activities often fall into the field of view security agencies. They were used against overt and covert measures of influence designed to adjust the line of their behavior, directing people to a legal framework of action. In addition, in the country there was an effective national system of measures aimed at prevention of extremist and terrorist activities: promotion of anti-constitutional views and organize, preaching these views, prosecuted under the criminal law, state censorship publishing rule out the possibility of mass duplication and legal distribution of materials containing ideas national, racial or religious discrimination; licensing system has created serious obstacles to the acquisition of firearms.
