Some questions of Vilfredo Pareto's theory of elite and modern times

The article analyzes V. Pareto's theory of circulation of elite and the Pareto principle as well as the terms of residues, derivations and elite labels. The scientist distinguished governing and non-governing elite highlighting elite in any sphere of human activity without defining any element of judgment in the concept of elite. We criticize his theory of circulation of elite as little dependent on the basic society and the one that has not got concrete historical nature, and define our own model of social progress or regress of elite and society as a double spiral with open circles.
