Intangible assets as a factor of the development of the agro-industrial region

The purpose of the research conducted in the article is to analyze the intellectual and scientific and technical potential of the region, to identify its role in the development of the regional economy and to propose measures to improve the efficiency of its use. The subject of the study is intangible assets of the Orel region, which can be characterized as the agro-industrial one. The article analyzed the concept and structure of intangible assets of the region, studied the intellectual and scientific and technical potential of the Orel region. It was shown that universities played a crucial role in the construction of the regional intellectual and scientific potential, but their educational activity was considered to play the leading role, while the research sphere was the peripheral one. In addition, the analysis showed that the number of faculty members over the past 5 years in regional universities decreased by one third. These circumstances only reduce the quality of scientific research. The analysis of economic and statistical data showed that university teachers in the Orel region had sufficient experience in the scientific work, but there was a problem of reproduction of young pedagogical personnel. The reduction in the number of rates at universities, the lack of interest of young work force in conducting research and defending a dissertation, the decline in the performance of postgraduate school can significantly decline the situation associated with conducting scientific research in the future. In the context of the practical absence of a regional financial policy in relation to research activities, universities will have to solve the problem of finding external and internal financial resources. It is necessary to integrate higher education institutions with regional enterprises and the government by the type of research and educational centers, thereby to increase interest of business and universities in conducting scientific research and ensure necessary constant financial package for the research activities.
