The necessity of studying the dynamics of job-related accidents and occupational diseases in improving the financial support of insurance from them (on the materials of the Orel region)

At present, social insurance is an essential element of the state social policy in the field of occupational risk management and performs social protection functions. The country has updated the legal framework of social insurance, which regulates it at all management levels. The main documents in the field of social insurance are the Constitution of the Russian Federation, Labor, Civil and Tax codes. One of the most important legislative documents is the federal law of the Russian Federation No. 125-FL "On compulsory social insurance against job-related accidents and occupational diseases". In Russia losses from injuries are comparable as a percentage to similar losses in EU countries, where they reach 3-4% of GDP, and their amount is comparable to the allocations for defense in state budgets of recent years. A dramatic reduction in injuries can give the Russian budget an additional several billion rubles a year. The scientists’ forecasts from 2011 to 2020 demonstrate the losses of the working-age population in Russia can reach more than 10 million people. Occupational risks are of great importance. In this regard, the basis of injury prevention is assessment of the dynamics of job-related accidents and occupational diseases. The purpose of the work is to consider the dynamics of job-related accidents and occupational diseases, to provide information about the types of accidents with serious consequences, as well as the reasons for their occurrence, to analyze the results of the sociological research conducted. Today, the Russian system of insurance against job-related accidents and occupational diseases is one of the cheapest among the existing national systems in the world. In Russian administrative costs are small, but it is necessary to increase the costs of the support improvement of the injured and the implementation of preventive actions in future.
