The need for improving the quality of human capital in rural territories

The paper addresses the issues of reforming the domestic economy leading to changes in life in the countryside. New forms of agriculture appeared: agricultural holdings, farms. All this led to the isolation of competitive agricultural producers and the emergence of open and hidden unemployment in the countryside. One of the directions of state policy should be the creation of favorable conditions for rural development. For this, it is necessary to take a whole range of measures: regulation of land relations, regulation of production volumes, regulation of environmental protection, regulation of insurance, regulation of credit.
