The necessity to take into account regional and industry specifics in national concept of public-private partnership

The purpose of the study was the justification for the development and formulation of the working hypothesis about the need to take into account regional and sectoral characteristics when improving the Russian national concept of public-private (municipal-private) partnership (PPP/MPP. To do this, the experience of implementing this mechanism was analyzed both in the Russian Federation and in the countries of the European Union, North and South America and the developing CIS countries. The possibility of borrowing with subsequent revision of the provisions in the legislation of the EU, UK and USA was shown, taking into account sectoral and regional specificities in the implementation of PPP/MPP projects. The analysis of the experience of using the PPP/MCHP mechanism in the development of the economy of the Krasnoyarsk Region showed the presence of both certain achievements and a number of unresolved problems. For example, the region consistently ranked second among all the regions of the Siberian Federal district in terms of the use of this mechanism for all the years of the rating of Russian regions, second only to the Novosibirsk Region. Since the 2000-s, a number of major investment projectshad been implemented on the territory of the region using PPP principles, such as the construction of the Boguchanskaya HPP. In the region, in recent years, many municipalities, such as Kansk, Yemelyanovsky districts, and Krasnoyarsk, have implemented quite a large number of municipal-state projects (MS-projects) using concession agreements, primarily in the housing and communal complex (HCC). On the other hand, the analysis showed a slight decrease in the pace of development of PPP applications in the Krasnoyarsk Region, which might be due to a certain strengthening of the positions of other regions in recent years, as well as the region's lag in the development of regional regulatory framework and especially in the field of law enforcement. The study suggests innovations, the inclusion of which in the PPP concept would allow increasing the efficiency of using the PPP mechanism, both on the territory of the Russian Federation and individual regions. This includes expanding the range of participants in PPP / MCHP projects, improving the project risk management mechanism, coordinating the training process for performers,and so on. Thus, the relevance of the working hypothesis about the need to take into account industry and regional characteristics when improving national concept of PPP is confirmed.
