Neo-industrial structural changes in increasing economy’s resilience to external shocks

The article considers the role of external shocks of exogenous and endogenous nature, their influence on sustainable development of the economy. It is shown that for the Russian economy external shocks generate a series of structural changes that form long-term trends of deindustrial, reindustrial or neoindustrial nature, and their development depend on government policy. We have given a general characteristic of positive and negative structural changes occurring at the current stage of development of the Russian economy and caused by the strengthening of external shock impact. The article summarizes factors of the observed increased resistance of the Russian economy to shock impact and reveals the structural nature of the neoindustrial transformation of the economy, its determining role in ensuring sustainable development in shock conditions. We have proposed the formation of the core of the neoindustrial structural changes, the concept of their launch in the context of increasing external shocks in the Russian economy, as well as a system of criteria for assessing structural changes in the economy, which allows predicting the strengthening or weakening of its resilience to shocks.
