The paper considered the issues of shaping and implementing the framework of continuing professional upgrading being one of the major and successful innovations on the scene of education of the region. The study substantiated relevance of the continuing learning and the part it took in society while offering an opportunity for the trainees to choose their own path of learning, on the one hand, and on the other, to ensure the high level of proficiency and expertise in specialists for the region, with the shaping of civic virtues and personality traits that are sought by society.
