Inequality and poverty in Russia: dynamics, causes, need to overcome

This article examines the dynamics, causes, consequences and means of overcoming poverty many segments of the population in Russia. Used budget data from household surveys conducted by Rosstat, for the period 2005-2014. Analysis of level and dynamics of the resources and final consumption expenditure of households and their socio-demographic characteristics made it possible to assess current developments, identify trends in income and consumption of households in 10 years, to determine the extent of poverty in Russia. The tendency to deepen the differences in incomes in 90-e years not only survived in the new century, but also acquired a distinct excess, irrational. The phenomenon of poverty in Russia - poor households with workers-breadwinners whose income does not provide financial situation to family members at the subsistence level. The current inequality is based on the absolute poverty of a significant part of the population. The fundamental cause of Russian poverty, the crisis of social-labor relations is influenced by the deformation of the ideological, value, regulatory, managerial, organizational components of the system of relations between the authorities, business and workers. In Russian society, disrupt the normal, objectively necessary for socially stable countries with a market economy, the balance of the coordination of social responsibilities of the state, social responsibility of business and social security of workers. The article contains suggestions for optimizing the degree of inequality and the improvement of mechanisms of regulation of differences in the incomes of the population in sustainable economic growth and social well-being of all sectors of society.
