Uneven socio-economic development of regions is historically characteristic of Russia, as well as of all federal or large-territory states under all political regimes and economic systems, and cannot be completely eliminated, including through the implementation of federal target programs or the redistribution of income from donor regions. The established process term “leveling”, due to the impossibility of achieving the final result, seems outdated and inconsistent with the tasks of regional policy. The priority is to ensure equality of economic, institutional, informational and logistical opportunities for self-realization of the individual, entrepreneurial and other economic activities in all regions of Russia.
