Impossibility to execute penal regulations as a particularity of the confinement system development in Russian history of XVIII-ХХ centuries

The article deals with historic particularities of development of those penal laws regulating such a punishment as imprisonment, which turned out to be "dead" or, in other words, unrealizable in XVIII-XX centuries. The author offers guidelines helping to minimize possibility of adoption of such regulations.
