Minority of the perpetrator as a circumstance, mitigating punishment

The article considers such a mitigating circumstance as the minority of the perpetrator. The social, psychological, ethical aspects of the formation of the minor’s personality are involved. The influence of unfavorable surroundings on the life of a teenager is described: persons prone to drug and alcohol abuse previously convicted. There are negative traits characteristic of difficult teenagers. Statistics of juvenile delinquency in Republic of Buryatia are indicated in this article. The dependence between the deteriorating economic situation and the increase in social tension in society is revealed. The effect of rising unemployment, which contributes to the formation of the psychology of criminal behavior of juvenile adolescents, is traced.
