Imperfection of legislation on the development of foreign economic relations and international cooperation of subjects of the Russian Federation

In this article authors consider the imperfection of the fundamental legal acts of the Russian Federation in the field of foreign economic relations and international cooperation. In the Federal law of January 4, 1999 № 4-FZ «On coordination of international and foreign economic relations of subjects of the Russian Federation» highlights the problem of the status of foreign commercial organizations and agreements with public authorities of foreign states. In the decree of the government of the Russian Federation of June 1, 2004 № 260 «On the Regulations of the government of the Russian Federation and the regulations on the Apparatus of the government of the Russian Federation» and the decree of the Government of February 1, 2000 № 91 «On the adoption by the Government of the Russian Federation of decisions on consent to the implementation by the subjects of international and foreign economic relations with public authorities of foreign states» the authors reveal their contradiction. Authors highlight the lack of regulation of foreign economic relations and international cooperation at the level of municipalities of the Russian Federation as a serious problem of imperfection of the legislation. In conclusion authors give 4 recommendations for improving the legislation of foreign economic relations and international cooperation on the basis of the analysis of the identified imperfections in the considered legal acts.
