Illegal migration as a cause of crimes committed by foreign nationals subject to administrative supervision

The article shows the threats, dangers of migration of foreign citizens to Russian territory related to political, economic, demographic, drug, terrorist, criminal and other situations in the country. Emphasis is placed on the difficulties of law enforcement agencies in identifying crimes that contribute to the illegal legalization of foreign citizens on the territory of Russia, including corruption. The external and internal causes of illegal migration of foreign nationals and the conditions conducive to the commission of crimes by this category of persons are determined. They are justified by the results of a specific sociological study on a representative basis. The methodology of the study of the phenomenon of “crimes in the field of migration” is shown. Threats, dangers of migration of people to Russian territory related to political, economic, demographic, narcotic, terrorist, criminal and other situations in the country are identified. The problem of administrative supervision of migrants released from places of deprivation of liberty who have previously committed crimes in case of dangerous or particularly dangerous recidivism is justified. Attention is drawn to such areas of illegal acts of migrants as crimes related to non-violent acts in the family, the home, which remain outside the registration with law enforcement agencies, which are not reflected in statistics. There is a justification for the relevance of the problem of the presence of a significant number of stateless persons with an irregular legal status, especially persons released from places of deprivation of liberty, and against whom decisions are made by authorized federal executive bodies on the undesirable stay in the territory of our country. Theoretical conclusions are formulated and practical recommendations are made to improve the work of law enforcement agencies in the field of illegal migration in order to prevent and solve crimes by foreign citizens subject to administrative supervision.
