An intra-elite struggle that unfolded in the mid-1920s in the power structures of the country, showed a large set of techniques of political opposition to offensive actions of Bolshevik leaders. Stalin used the Lower Volga region as an arena to increase his authority. His tactical methods of work allowed transforming the post of General Secretary of the Central Committee of the All-Union Communist Party into a place of a decisive political influence.
