Regulatory provision of forming clusters in the Russian Federation and foreign experience in the region of regulatory and legal support of clusters

The article is devoted to the formation and development of clusters in the field of regulatory support in the Russian Federation and in foreign countries. The author studied two functional levels in the structure of the regulatory and legal framework for clustering. Within each level features are presented.
