In this article, the author analyzes the regulatory and legal consolidation of constitutional guarantees of the rights and freedoms of citizens. The work concludes that guarantees of human and civil rights should include rights enshrined in the norms of supervisory and control measures to identify violations, remedies, legal liability, punishment, restraint and other procedural forms of protection of rights. Human and citizen rights are required to be realized by the state in which he lives. Without the consolidation of these constitutional rights and freedoms of citizens in regulatory legal acts, they contribute not only to their abolition and the mass violation of the rights and freedoms of citizens in their entirety, but to a totalitarian regime, violations of international treaties and isolations of the state.
