The article considers the normative legal consolidation of the participation of the national guard troops in combating international terrorism. The analysis of the international and national legal acts regulating counteraction to terrorism is carried out. The conclusion is drawn on the independence of the state in determining the circumstances compelling the use of military measures for self-defense.
