Regulatory and organizational aspects of road safety in the middle of the XX century (based on materials from Donbass)

In the presented scientific study, the author, based on little-known archival documents and materials, meaningfully analyzes the legal and organizational aspects of ensuring road safety in the middle of the last century on the territory of Donbass. From a historical and legal perspective, the organizational and legal activities of local authorities in the field of countering road traffic injuries are considered. The features of the decisions taken, their prerequisites and results are revealed. It is noted that there is a systematic and purposeful nature in the development and adoption of regulatory legal acts in the field of road safety, constant monitoring of the situation in this area and close cooperation between local authorities and the State Automobile Inspectorate. The author concludes that in the late 1940s - early 1950s, problems in the field of road safety began to become more acute in Donbass, the need to find new forms and methods of countering accidents, their legal consolidation in the decisions of local authorities, which eventually allowed to stabilize the situation.
