Regulatory legal regulation of consumer cooperation in the Russian Empire in the late 19th and early 20th centuries

The article analyzes the regulatory legal regulation of consumer cooperatives in Russia in the period from 1865 to 1917. The key stages of the formation and development of cooperative legislation in the period under review are considered. Special attention is paid to the specifics of the creation and management of consumer societies, as well as the evolution of the management system and the distribution of powers between their bodies. It is concluded that during this period, a unified approach and principles for regulating the activities of consumer societies were developed, the procedure for registering cooperatives underwent significant changes, and the previously existing licensing system was abolished.
