The author considers a normative act as a literary form, defining its main characteristics, general characteristics and differences from a literary work in general. As part of a normative act, such essential elements as a theme, problem and idea inherent in any literary work are singled out and investigated. It is emphasized that a normative legal act is a literary solution to social problems, expressed in a legal form. Attention is drawn to the regulatory nature of the normative act, which distinguishes it from other literary works. It is noted that the emergence / change of a regulatory legal act is due to socioeconomic, political and other factors. In order for a normative legal act to find effective application in real life, it must be subordinate to the basic canons on which any literary work is based.
