The article deals with the topical issue of the normative potential of local government and self-government as an institution of the political system. The essence, structure and content of the legislative potential of local government and self-government are revealed. The scientific methodology of innovative political modernization in the Republic of Belarus is presented. Indicators of representative democracy as a subject of international law are formulated.
