The reasons why Russia has not made the transition to the new industrialization are analyzed. It is shown that it is grounded by a number of peculiarities of the Russian economy. The role of "first push " in the economic reforms of the USSR, China, Japan, South Korea and Germany is shown. This "first push", implemented by the leadership of the country, allows overcoming the inhibitory features and turning them into competitive advantages. Few elements of economic policy, which can play the role of "first push" for the Russian economy, are proposed. Among them are particularly important the refusal from the right-wing liberal economic course and keeping low exchange rate of Ruble.
