New forms of training based on information and communication technology: implementation of non-formal and informal education in Russia

Modern children and youth are the main consumers of hardware and software in the field of information and communication technologies and services. Communication, transfer of information and knowledge through the Internet are important attributes of the young generation. A worldwide network is not only used for the accumulation and transmission of information, but also the educational process. This is especially true in light of the implementation of the concept “Education throughout life” including such forms of its realization as informal and non-formal education. Modern society, through a global technical capabilities which give the modern information and communication technology, is experiencing changes, comparable to the “industrial revolution”. Digital technology affects the development of economy, society and personality: there are opportunities not only in communicating and receiving information but also in the process of augmenting knowledge, education, development and formation of human capital. The article presents the results of the study under the Grant RHSF 15-02-00066 “Continuous education in conditions of recession and demographic transition as a driving force in the increase of competitiveness of Russia”. The project was implemented jointly by the Institute of Socio-Economic Studies of Population and Public Socio-Humanitarian University, which are studying the problems of realization of continuous education in Russia. The purpose of the study is to analyze the role and place of information and communication technologies in educational strategies of youth, including receipt of informal and non-formal education, as well as the use of new learning methods (E-Leaning). Today, most information resources accumulated by the society (scientific, educational, etc.) become available thanks to modern communication, and the degree of ownership / availability of ICT ensures success in creating and meeting the needs and opportunities of the individual in terms of the knowledge society. It is therefore necessary to study the influence of ICT on strategic alternatives of the behavior of young people from school and their learning at various levels of professional education.
