This article reflects new approaches to personnel management in the context of the development of digitalization and the «green» economy. In modern conditions of uncertainty in the world and Russian economies, largely related to COVID-19, as well as with the development of digital technologies, the issues of training and retraining of personnel are becoming urgent. The authors present the main directions of high-quality training of personnel and its development, based on the system of improving the quality of human capital, search for new ways for employees to use existing resources, including digital ones, adapt to technologies taking into account the new «green» course, and implement the National Project «Clean Air» in 2018-2024.
