The article deals with topical issues of the modern study of cyclic processes in urbanplanning. Based on the analysis of the main indicators of the living conditions ofthe population in the Russian Federation, it takes into account the cyclical processesassociated with the trends and patterns in the development of megapolis. In orderto identify trends in the spatial development of Russian cities and their strategicmanagement and territorial development, it was compared with the world’smegapolises. It proposes a new concept of civilizational identity of megapolis, whichallows to avoid errors in the formation of a strategy for their development. Themain principles of the concept are to preserve the unique historical environment ofa megapolis and continuity solutions embedded in the documents of strategic andurban planning.
