A new approach to improving the system of interbudgetary relations

This article is devoted to a possible way of improving the system of interbudgetary relations through the renunciation of formal principles and existing dogmas. The article outlines the fundamental problems of the existing system in terms of gaining financial self-sufficiency by the regions. The proposed approach involves radical changes in the logic of the interbudgetary relations.
