This paper is based on the theory of linguo-psychological essence of the generation and structural units` perception of language and speech. In opposition to classical psycholinguistic theories its novelty is based on the fact that the differences between minimal units of perception and thought and minimal units of language and speech are defined. Moreover, the modulation of the minimal units` perception and thought as minimal units of language and speech and vice verse is examined.
