NGOS in the Arctic region: opportunities and ranges of implementation of the joint governance concept

The article is devoted to the analysis of the activities of non-governmental organizations of the Arctic region in the context of the prospects for the implementation of the concept of joint management. The environmental problems of the region and the complexity of the development of its natural resources require the broadest possible cooperation at all levels, from interstate to regional and local, with the involvement of all stakeholders: business, local authorities and civil society. The author assesses the achievements and difficulties of this process. Taking into account the activities of NGOs at various levels and the degree of their influence, the author comes to the conclusion that there are certain problems in the institutional, international legal and national legal parameters that impede the implementation of the concept of joint management. Special attention is paid to both the conceptual and political positions of the Russian Federation in relation to the idea of ​​joint territorial management.
