On development budget of the Russian Federation

The article analyzes the necessity to return to the model of development of the country with the use of separating the budgets for the current budget obligations (responsibilities of the Ministry of Finance of Russia) and the development budget (Ministry of Economic Development of Russia). The latter must be combined with the principles of the revolving fund and the maximum localization of value chains. State support (using whatever mechanisms of the development budget) must be combined with integrated planning of synchronized development of transport, energy and social infrastructure, subject to attract the necessary human resources. However, access to state support should be de-bureaucratized and simplified.
