State strategy of higher education quality development

The article analyses the state strategy of the higher education quality management in Russia. Despite the obvious fact of substantial increase of the state investments into system, the quality of the higher education remains rather low. It's caused by the fact that the state strategy "improvement of the best" provokes malignant stratification of the system and stimulates its crisis, without providing the planned effect of higher education quality improvement. The author presents her own opinion on the effective development strategy of the system. She also suggests the model of state control over the quality of higher education. This model consists of the internal quality control over high education and the system of external state quality control system.
