On the state regulation of the rewriting business and the activities of state universities in the development of anti-plagiarism programs

The relevance of the research is related to the emergence and dynamic development of rewriting, a new type of economic activity that is not regulated by law. The article reveals the essence of the rewriting activity. The main methods of paraphrasing the borrowed text are described. A detailed practical example of a textbook on the history of economics created by rewriting methods is given, in which taken from the original text, didactic units, studied at the university, are replaced by meaningless sets of words. Examples of circumvention of university anti-plagiarism programs by rewriters are given. The conclusion is made about the need for state regulation of the rewriting business.
